London, Yesterday. The captain of the Britieh steamer Tupsing asserts that the bombardment on the 9th severely injured Port Arthur dock, and produced a panic. Many fled, including the dock hands. The Russo-Chinese Bank has burned its paper money and sent its specie inland.

Thousands of troops who had been despatched |to the Yalu were hastily recalled.

Several hours elapsed after the fight commenced before the Russian officers ashore at the ball returned to their ships. Admiral Alexieff in a proclamation to the Russian soldiers and sailors, admits their foe is strong, and appeals to all to heroically defend the Czar and Fatherland.

The Times' Port Arthur correspondent states that eleven Russian ships were put out of action during the fighting on the Bth and 9th, including the battleships Sevastopol and Petropavlosk. The latter, however, is thought to refer to the Poltava.

The Czar is suffering from a severe nervous depression.

The Czar has dissolved the Moscow Municipal Council for refusing to subscribe to the war fund.
