Constantinople, Yesterday. The Sultan.has.issued an irade accepting most of Bulgaria's proposals for the pacification of Macedonia. He has instructed Hilmi Pasha to execute reforms in three Macedonian vilaijits: and Adrianople without delay, and to desist from further punitive measures. A mixed commission representative of the different nationalities, will be appointed. The restoration of villages and repatriation of refugees has been ordered. "
