London, Tuesday. Mr J. JB. Bohinson, chairman of Eobinsqn's South African Banking Co., addressing the shareholders, said it was impossible for DowniDg-street to rule any portion of South Africa. He pro* tested that there was too much Empire building. Mr Chamberlain's policy ought to be give and take. It would ba long before Dutch loyally was in active force. .- ■
