BOER GENERALS.
(Fiew AMoclation.—CoDyxight.i Received October 3, 10.22 p.m. London, October 3, The Berlin correspondent of the Times says that negotiations regarding the Boer Generals' audience with the Kaiser are progressing between Berlin and London, and if the preliminaries cannot be arranged Chauvinistic opinion will throw the responsibility en Great Britain in order to spare the Kaiser.
