Higgmson, who is closely identified with French possessions' in. thePacific, went to France some months' ago, he was the bearer of an important letter from an influential body of merchants interested in the Pacific trade, asking him to present to the 8.-ench Government the desirable ncsa of modifying or. removing present trade rest-lotions between tha Commonwealth and French posses* sions.
