[PEOM OTTE OWN f doEEESPOSf DENT.] Notices having been posted m. Ts*bxton that the two candidates for the 'seat m the County Council for the Awa' Hbu Riding-—ma"de vacant by the resignation . of J. W, Liddell-— would address the. electors at the Puolic Hall, on Friday,; 7th instant, at 7 o'clock, a large number ' of ; persons congregated r alt 'that time. 'Mr flower was.voted -.to the chair, ".who ] opened the meeting by saying, G-eiitle-ii;en— You have asked me unanimously, to take the chair, which l do 'witli much pleasure. "We are assembled here tonight to by addressed by two candidates .Who .are coming forward at the election on JvJonchly, to coritest the seat m the County ' Council lately become vacant by" • t!ie resvgnation of Mr Liddell. I)r. > sh ; ow tfill .first address you, and then^M> London. I must ask you to give them troth a quiet and impartial homing ;■ after they have finished thei.F; .*"'■; address/ they will bo willing fro aus.vreV. any qnesi jo:is that may be put to them. Dr" EoeSs cfiow : Mr Ciiajfmaa and Geiitlomtn— l laboriiiider a? great dis-. advantage m addressing you, as the prejsent election is only to , fill up a vacancy m eq.ri sequence of the resign atioli of 'Mr Liddeli. : I do not come, before you to a.*k you- to vote for'iiitt as a personal faVjr, or to court' a vo'e of confidence, but iosCaifeiniy ideas as faras t lie Counties; v Aet-ha'sibeen working m; , this County, Two questions have o£ late been Agitating the public mmdi: which I . havesomething to say about. ; One is the /separation of the Northern ridings froni, the County. There is no i doubt mmy iiiind that the "upper part of the' County has grouhdafoi^ trying to get separation. In refusi|tig to' grant another member to -'tKe Manchester^ [Riding a great injustice: has been done, and the refusal has brought oh the- separation : question,- and -also formed Palflierston into a Borough; 7 The second 1 question is the railway from - Carnarvon: Junction, into Sandon. IMLv Gowet and Mr.Sanson, two most sanguine menV" have -brought the newsfrom Wellingtou thattheifion. Mr Campbell will make the line at an outlay of about £25,000, the Government guarariting'^ per cent. on^raLeVcriitlay,; and the county another 2^for cent. 'Whether -this coiiid be done ;by extra taxation is not for one councillor to say, as the question of fextra^taxation lies with ;the electors, and I feet sure it would not meet their approval Already r a sum of money has been spent out of the county fund for surveying the line, r - 1 maintain is wrong, asthe Public Works Act Apea hot • * allow" County : Councils to .iQ^ddle with railways. /The electors will nave something 1 to say about this when the balance sheet is placed before them. . If this railway is made, a road between, the two places will still have td be maintained.' I am not at all m favor of extra taxation ; we.' shall, I ~ am- afraid, find that- the proposed tax ; of sixpence will have to be/beforet Jong -raised to a shilling, as by losing Paimerston we have lost a great portion : of our revenue. [No! No!] I think that the working expenses of the County, are too" great; we pay at present under Local or Highway Boards and Coumby one shilling rinid . sixpence,, and presently we shalt have to pay more, 1 think all our roads. «k)uld bebetter and more cheaply managed under smaller Road Boards. Anyhow it would give gi'eater satisfac•tioni- I . should., ailsq '\ Uk-e to -see the ; County Chairman elected by the electors, and not- by the Councillors,; and he should not represent any riding.^. /As for our present Chairman, although I am an opponent of- his r -I cannot say that we could have a better Chairman for routine work, but I should: like that his election should be made by theelectorsv I cannot think of any other \- matter to bring before you. The Go- : vernm'ent, I believe, will correct many - errors -that have been found out m the" Counties Act.- % I will not take lip any
more of your time, but am willing to answer any questions that any electors may wish to put to me. Mi\ Thynne— lf elected would you work m the same manner and for the benefit of the riding as Mr Liddell has done? . " • Dr Koelcstrow said he would work for tlie benefit of the conn by and for the riding m particular, but not m a suicidal manner. All the disturbances had been brought about by not giving the Manchester Hiding an extra member. .'-"■•' Mr Thynne — If. elected would you try to change the county town ? Dr. Bockstrpw~-If I had been asked this question last yed,r, I would have said, yes, as Palmerston is more central, but as Palmers ton is gone out of the county,. Foxton would now have my support. . . .-;.■ [The remainder of this Report has .miscarried. We are consequently unable to publish it before our next issue.]
