j Tuesday. j The European towers virtually have abandoned the proposals rejected by the representatives of the Porte, except that which relates to the appointment of International Commissioners. The. Porte remains obdurate. The Envoys insist tipon^Governors of provinces being sub» ject to the approval of the Great Powers for the next five years, but agree to substitute a mixed European and Ottoman Commission for the proposed International Commission. The Turkish delegates replied that they thought it impossible these terms would be accepted, but they would refer to their Government for authority to reply. Time to do this w,as granted.
