Incidents reflecting the hostility of the German population to the occupation forces continue, _ says the first monthly report of Lieut.General J. McNarney (Military Governor of the United States Zone in Germany). These incidents range from the ~ threatening of German girls who fraternise with Allied troops to the cutting of military signal wires A certain amount of lawlessness can be expected during the coming months because of the existence of numerous irritants, many directly due to economic and living conditions and a pessimistic outlook for this winter. _ , The German people are eating fairly* well hut the daily ration can die maintained only by imports from the United States. Industry is slowly recovering but shortages of transport, coal and power limit the output to five tt> 10 per cent, of the normal output. Un-.-emnloyment is still increasing. Eighteen thousand of 400,000 displaced persons who were given refuge in the American Zone are truly Stateless. In addition there are about 47,000 whose nationalitv could not be classified satisfactorily. The report sug-<. gests it would he desirable soon to absorb into Germany people who could not be repatriated or resettled.
