Industry is slowly recovering but shortages of transport, coal and power limit the output to five tt> 10 per cent, of the normal output. Un-.-emnloyment is still increasing. Eighteen thousand of 400,000 displaced persons who were given refuge in the American Zone are truly Stateless. In addition there are about 47,000 whose nationalitv could not be classified satisfactorily. The report sug-<. gests it would he desirable soon to absorb into Germany people who could not be repatriated or resettled.
