NAZI AGENTS “CONTROLLED.” (9.35 a.m.) BUENOS AIRES, Nov 23 Dr Araya, a former Parliamentarian, has filed charges against Colonel Filomeno Velazco, the police chief. He laid the charges in the Federal Court 24 hours after his return from exile in Montevideo. He was formerly held as a political prisoner in Buenos Aires from December 29, 1943 to December 3 1944 and shared a cell with Nazi agents who were arrested after Argentina broke off relations with the Nazis.. The charges are based on what Hr. Araya saw and heard during his imprisonment. Dr. Araya accused Colonel Velazco of friendly, partial and benei olent conduct towards the imprisoned Nazi agents whose activities he simulated and commended. Colonel Velazco went to the extreme of permitting the Nazis to continue operating inside as well as outside the prison so that the apparent control of them was a 'pure parody and a means of deceiving friendly nations. Axis spies had in their, cells powerful long-wave and short-wave radios and Pictures of Hitler. They were allowed to go "to bed when they chose and received visits at any hour of every X- They had alcohol, .food, typewriters and all the mater needed for their work. I hey were also allowed to leave prison for days.
