(Rec. 10 a.m.) LONDON. July 4. Russia has every right to a voice in the international zone at the entrance to the Mediterranean, says the Moscow newspaper Izvestia. The Russian Government, although informed by Britain and France that a conference was being called in Paris to discuss the future status of Tangier, was not invited to participate either in the preliminary exchange or in the conference. Any discussion of the problem -of Tangier without Russian participation could not lie recognised as legitimate. The paper recalled that in the two earlier international agreements on Tangier—the Treaty of Morocco m 18S0 and the Treaty of Algiers in 1906 —Russia had participated.
