British and American viewpoints: (1) Whether the country administering the dependent territory should bo allowed to impose its own economic rules, or whether, as the Americans desire, all countries should be treated the same in economic relations with the area under guardianship. (2) Whether the social and economic council would deal with trusteeships, as the British propose, or the general assembly should assume the task, as the Americans suggest. (3) Whether there should be separate types of administration for strategic and non-strategic areas, as the Americans urge, or only one, as the British propose. (4) Whether the world organisation should be allowed to investigate the administration of trusteeships, as desired by the United States. REGIONAL SECURITY".
The United States tonight offered Britain, Russia, China, and France a formula for relating the Pan-Ame-rican security system to the new world organisation, says the New Y'ork Times correspondent. There is every indication that the problem will be solved soon.
The formula provides that the security council should authorise the panAmerican system to deal with its own disputes until the world security organisation is charged by the States concerned with the primary responsibility of dealing with Western Hemisphere disputes. If a dispute endangered the peace of other areas of the world, the security council alone would deal with it. This more polite formula, which would have the same effect as direct prohibition of the security council dealing with disputes in this hemisphere, is still opposed by some members of the- United States delegation who feel that the council's authority should be restricted as little as possible, but pressure from the LatinAmerican nations and the United States Senate for some independence in dealing with Western Hemisphere, disputes is expected to result in the acceptance of the formula.. M. Molotov, Mr Harriman, and Sir Archibald Clark-Kerr are leaving for Moscow today with the Polish problem unsolved. M. Gromyko will lead the Soviet delegation at Uncio.
