fortnight. The two main points on which Russia lagged behind Britain, America and China in the conferences last nook were resolved today. These were Washing-, ton’s proposals : First, that the security charter should- authorise the general assembly to recommend the removal of conditions that might lead to war; secondly, to give the new League of Nations jurisdiction over alliances • not directed against the present enemies A source close to the Russian delegation said that Al. Alolotov advised the other sponsoring Powers that he accepted the American formula on these two questions. The New Y r ork Herald-Tribune says the advisers of some of the major Powers hone, it is reported, that the first meeting of the world organisation will be held in London in September.' LATIN AMERICA’S STAND. The “Big Four” sponsors confronted a new crisis when the Latiii-Ameri- i.* can Republics rejected the United States demands that the inter-Ameri-can system ho placed under the control of the security council, says the New Y'ork-Herald-Trilmne. A spokesman . i warned the United States delegates that such action would destroy the ~. Mynroe Doctrine and' virtually scrap 1, the G'hapultepec Pact, and, unless the " “Big Four” agree to their exception, they would throw the full weight of their bloc votes against the proposal in the committee of regional arrange- * incuts.

The Latin-American spokesmen contended, according to one version, that it was never intended that the intcr•Amcrican system should bo stripped of the powers of self-determination of disputes or other regional problems. They believed that the resolutions of their recent conference on war and peace were designed to prevent interference by foreign Powers, except when a situation might get out- of control and the matter brought before the world organisation. A second version was that Hie United States advisers were told that failure to support the Latin-Americans worild lie interpreted as nothing less than forsaking the in-ter-American system, the Alonroc Doctrine, and the Chapultepec Pact, which provide for mutual defence against any aggressor, and specifically state that such problems shall be solved by the American Republics. Norway lias proposed that the security council should he given powers to oust any Government which constitutes a threat to peace. France and Czechoslovakia have taken the initiative in demanding international control over all great armament industries and the total elimination of the Krupp and other German munition plants. POLISH ISSUE UNSETTLED. The Polish question is widely regarded at San Francisco as a closed • issue as far as Uncio is concerned, says the correspondent of the New Y'ork Herald-Tribune. It is learned that Air Eden received a telegram from Air Churchill entirely agreeing with his and Mr Stettinius’s attitude, pointing out that the latestdevelopments inside Poland had only served to justify the British and American insistence on the establishment of a broader democratic Polish Government before the admittance of Poland to Uncio,

Presumably tlio problem will be reopened when Al. Alolotov, Air Harriman and Sir Archibald Clark-Iverr resume work in Aloscow as the commission which lias been considering the carrying out of the Y r alta decisions oil Poland.
