GERMAN STAFF CHANGES.

LONDON, Dec. 22. Reports are circulating about a new German staff reorganisation involving Admiral Raeder’s retirement and Goering’s withdrawal from the Air Ministry, thus enabling him to concentrate on political matters, says the Associated Press correspondent on tho German frontier. General Jeschonok is reported to bo assuming the functions of Air Minister although Goering may retain the title. General Fricko succeeds Admiral Racdcr.
