(Rec. 9.5 a.m.) NEW YORK, Sept. 23 The New York Herald-Tribune's Washington correspondent says that a countrywide survey reveals that immediate rationing of a wide variety of foodstuffs and restrictions on the movement of key farmers from the land are imperative if a disastrous food shortage is to bo avoided in 1943, despite the unparallcd production of food in 1942.

Although Nature lias never been more bountiful, the food demandshave been unprecedented for the expanding army and Lcase-or-Lend supplies for the Allies; also extra food for the American population, which is working harden' and making more money than over before.
