I (Roc. 10.30 a.m.) RUGBY, Sept. 23. The Royal Army Chaplains Department has announced that chaplains who are prisoners of war number 86; missing, 38; killed in action or died of wounds, 12 ; accidentally killed or died on active service, 12; wounded, 20. Official information has been received by the War Office that the prisoners of war camp at Oflag 6B has been dissolved and the prisoners transferred to new camps. In all 455 prisoners have been transferred io Oflan- 9AZ at Rotenberg, Westphalia, 413 prisoners (all R.A.F.) from Oflag to 218, Schubin, Poland, and the balance of 1860 to Oflag 7 at Etschstatt, Bavaria.—Official Wire(lo.ss a.m.) BUCHAREST, Sept. 23. Antonescu, the dictator of Rumania, to-dav became the only lawcreating authority in that eoflntry. The entire Government signed a decree whereby constitutional law is to be abolished and all legislative power is concentrated in Antonescu. LONDON, Sept. 23.
