RUMANIAN PROYINCIS. (Roe. 9.35 a.in.) LONDON. Nov. 13. The Swiss radio has repeated a message from .Berlin to the effect that the President of the Roichsbank (Dr. Funk), at a dinner in honour of the Rumanian Trade Alinister, announced that Rumania had given permission to Germany to build up and exploit all Rumanian sources of oil. Coineidcntly. the Moscow radio announcer stated that sabotage in Rumania had resulted in the German armv receiving 15 to 20 per cent, less oil than had been stipulated.
