AMAZING ALLEGATIONS. NEW YORK, Oct. 10. Sensational evidence that a German official'gained access to all diplomatic mail passing between London and the British Embassy at Lisbon was given bv Federal ' Bureau of "investigation agents at the trial of 15 alleged spies. Federal agents gave evidence that Ericli Strunck, a ship's steward, informed them that H. Duarte, alias Herbert Dobler, who is the chief German official in Lisbon, had agents working inside the British Embassy, one of whom vva6 an Englishman who carried despatches to London. The Englishman was instructed to bring all inward and outward despatches to Duarte, who photographed the contents. Duarte had contacts which enabled him to read all telegrams from London to the British Embassy i.n Lisbon before they reached the Embassy.
