SOVIET AND IRAN.
NEW YORK. April 21. Under a Vichy dateline. New York newspapers report that Russia is demanding the right to occupy the northern provinces of Iran to protect tlie Baku oilfields and also in order to obtain a possible outlet to tho Persian Gulf in the event of a German drive to the Dardanelles. Russia, it is stated, is concentrating troops at Tifiis, and there is, in consequence, tension on the border of Russia and Iran.
