It is understood that Heir Abetz threatened that if France refuses to accept full integration in the new order Germany will retain in Nazi prison camps 500.000 Frenelu farmers needed to restore France's food supply. The Vichy Government's general delegate in Occupied France, M. de Brinon, is reported to have signed ISOO visas for German tourists to go to .Morocco, following a Vichy Government ban.
