Referring to • Russia’s ban on the transhipment of war materials, Chinese officials pointed out that ihe materials which China receives from the Soviet originate in Russia. In view of | this presumably China is not i affected. If so, flic officials added, the ban will be beneficial to China in the sense that it will jwevent German materials reaching Japan, which is especially important in view oi recent reports that Germany is considering sending aircraft to Japan. Tokio reports that the Domei Agency’s Peking correspondent says the United States is expected to wittidraw its garrison forces soon ironi North China, with the first batch oi 70 from Peking and 50 from Tientsin leaving on May 15 for Manila, via Shanghai. Marines —200 from Peking and 230 from Tientsin—arc also withdrawing soo n. It is reported from Shanghai that the Treaty Powers have unanimously approved the decision of the consular body to enlarge the municipal council in the International Settlement, granting increased representation to Japan.
