BUILDING NEW EUROPE

(Rec. 12.10 p.m.) RUGBY, March 21. A statement issued in London by Poland and Czechoslovakia gives further details of the steps being taken in accordance with their historic declaration, last Armistice Day, to prepare the way for a future eonfedera r tion of the two countries, providing the'basis of a new political and economic organisation of their part of Europe. The statement emphasises that "the two Allied Governments are carrying out the principle of voluntary cooperation between nations on the basis of equality as opposed to the German conception of Herrenvolk, on which Hitler is basing the building of his new order for Europe." A number of mixed Polish and Czechoslovak committees on which Polish and Czechoslovak Ministers are serving have been formed, the statement adds. "Work which the .committees are nowundertaking should be regarded as evidence that' Poland and Czechoslovakia ' are resolved to carry out their intention of uniting the two countries in a confederation. It is the first serious effort towards the organisation of post-war Europe on the principles of the voluntary co-operation of States, based on regional agreements."
