JAPANESE OVERTURES.
EFFORT-TO CONVINCE BRITAIN
SHANGHAI, Oct. 22.
The Japanese are reported to have informed the British Ambassador in Tokio (Sir Robert Craigie) that the tripartite pact has a secret escape clause permitting each signatory _to decide the condition under which it will come to the aid of the others in the event of their being attacked. The Japanese are reported to be attempting to convince Sir Robert Craigie that further British efforts to come to an agreement with Japan would not be useless, but the British are viewing the advances with considerable hesitation.
The-New York Times's Washington correspondent says the Japanese Uovernment is making a census of all Japanese subjects in the United States, Hawaii, Canada and leading South American countries, returnable on November 20. It is designed to determine those required to serve in the armed forces in Japan in 1941, and property holdings, aiso professional standing and educational qualifications.
