BREAKDOWN IN TALKS.
HUNGARY AND RUMANIA. LONDON, Aug. 24. The correspondent of the Associated Press of Great .Britain at Turnu Several says the Hungarian and Rumanian conference has collapsed and the delegates are preparing to depart. Due-barest reports that King Carol has issued a decree stopping army leave and calling up all reserve olheers and four classes of conscripts, it is reported from .Budapest that the Hungarian Government is also calling up men and -> requisitioning motorvehicles and taxis. General Tanescu, Chief of Rumania’s General Stall, resigned after a meeting of the Crown Council. He has been succeeded by General Mihail, who is Vice-Premier. There has been strong criticism of Rumania over the Hungarian radio since the severance of the talks. It is apparent that they broke down because Hungary was not prepared to discuss .anything else but territorial demands, whereas the Rumanian delegates wanted an exchange of populations. Agency reports say that the breakdown is temporary and a joint communique issued last night says they will be resumed as soon as possible.
