Received August 9, 8.5 a.m. LONDON, Aug. 8. “Britain will never be defeated because our fighting men arc at fault or because the people lose faith in our great purpose, but the struggle may be prolonged and prodigious, and unnecessary suffering will be endured before victory is achieved unless our resources are mobilised to the fullest extent.”

Greenwood (Minister without Portfolio) in the House of Commons, dealing with that part of the Government’s programme which relates to what he called 1 the direction and strengthening ot the sinews of war.” . , Contrasting Britain with Nazi Germany, where six years before the war the whole country’s mind and strength had been devoted to tho single purpose of preparing the most terrific fighting force the world had ever seen, MiGreenwood pointed out that Britain had not mobilised lor the war effort until it was certain war had been lorced upon her. “We have now, after nearly a year of war, learned that we can become as efficient for war purposes as a dictatorship, but we are still in the process of changing over from peace to war economy, and we have got now to make the best of our resources.

“Wo intend to win this war, and the Government is not prepared to allow any limit to its prosecution. It will use the whole of the resources of man-power, industrial capacity, finance and foreign assets at our disposal to achieve the maximum effort,” added the Minister.
