AMERICAN APPROPRIATION. TREASURER’S HINT. (United Press Association —By Electric Telegraph —Copyright.) Received August 9, 1 p.m. WASHINGTON, Aug. 8. The Secretary to the Treasury (Air H. AI. Alorgentliau) has disclosed that the United States is considering taking
the World War debt payments from the frozen French and other occupied countries’ funds in the United States. He announced he was not taking action to free frozen credits until the war debt questions were settled. Mr Morgcnthau did not refer specifically to AVorld War Debts, but a Treasury spokesman pointed out that these are the only outstanding loans. Mr Morgenthau said: “Until we know more of what is going to happen and more about the debt question, we are sitting on these funds.” Asked whether the freezing applied to Germany, Mr Morgenthau said: ‘‘No. Any amount of money can be sent to Germany. It is silly, but we are at peace with Germany and cannot do anything about its funds.” CALLING-UP PLANS. Deceived August 9, 1.50 p.m. WASHINGTON, Aug. S. The Senate • passed by 71 votes to 7 and sent to the House a Bill empowering President Roosevelt to mobilise 560,000 National Guardsmen and army reservists for a year’s active military service. Army Headquarters plan to call up 59.409’ guardsmen immediately the Mobilisation Bill is enacted. The House Immigration Committee has approved the Bill to permit 200,000 children under 16 to enter the United States for two years under temporary visitors’
