FURTHER PRECAUTIONS. / - BUCHAREST, April 19. A new law operating immediately requires all foreigners to hand over firearms, ammunition, . explosives and photographic apparatus to the Government. A complete black-out has been ordered throughout the country, except In one area, which is !>cing notified later, states a message from Berne. Another move against the Germans is reported from the Dutch East Indies, where the Fatherland Club has petitioned the Governor-General to take precautions against a.ny disloyal subjects. The club expresses uneasiness about the activities of local Nazi movements and alleges that there are Nazi sympathisers among the authorities on the islands. Commenting, “If another country is invaded, I will be right back,” President Roosevelt departed for ten days’ holiday at Warm Springs, states a Washington report. His special train will remain in constant readiness.
