PACT TO BE RATIFIED.
FINNISH GOVERNMENT. RESIGNATION PROBABLE. HELSINKI, March 19, After ratification of the llusso-Fjn-nish Treaty, for which Dr Paasikivi and a delegation of five have arrived in Moscow, the Finnish Government is expected formally to resign. It is explained that the fact that the present Cabinet is considered an interim War Cabinet necessitates its resignation and the appointment of a new Government of reconstruction.
