REBUILDING SPAIN.
GENERAL FRANCO’S PLANS. LONDON, Jan. 1. Genera] Franco, in a new year address. declared his faith in a'prompt Spanish renaissance, in spite of tho havoc of civil war, states a report from the Hendaye correspondent of the Times. General Franco added that the Fa.lange Party would lead in carrying out without rancour a national revolution. AH riches must be more equitably distributed, civil servants’ salaries must be increased 10 to 40 per cent., infantile mortality and slum dwellings must he remedied, imports must be reduced from countries not purchasing from Spain, and industrial self-suffi-ciency must be attained. Spain’s ruin, was the result of delivering 45,000 tons of shipping to Russia.
