SHIPS OF BRITAIN. LONDON, July 21. The Government has completed plans for establishing a Ministry of Marine immediately on the outbreak of a war. The Ministry will possibly he under the control of the Lord President of the Council, Viscount Runciman. It will control shipping, shipbuilding and marine engineering plans, and will provide for the taking over of all shipping, the conversion of ships already selected into transports and hospital ships, and the withdrawal of a number of ships, now operating on long routes, to carry grain and war materials between Britain and America.
