The broad outlines of the British plan have been sent to the British Ambassador in Moscow (Sir William Seeds), together with a copy of Mr Chamberlain’s statement, in the House of Commons, for transmisison to the Soviet Government. Sir William Seeds has been instructed to add that the British proposals at present are being formulated in detail and shortly will be sent to Moscow, A message from Tokio states .that the newspaper Kokumin alleges that the Anglo-French-Soviet Pact contains a secret clause by which help will be given to Marshal Chiang Kaishek.
