NEW CANAL PLANS. LONDON, March 9. A Polish delegation left Warsaw yesterday to seek aid in the building of canals to link tho Baltic and the Block Beas. Colonel Kowalewski, head of tho Polish Planning Department, leads the delegation which is visiting London, Paris, and Amsterdam to interest capitalists in the plan. The plan is approved by King Carol of Rumania and President Moscicki of Poland. The canal would link tho Vistula, the Dneister tho Pruth and the Danube Rivers, in exchange for a loan, British, French and Dutch capitalists will probably be offered exploitation of the waterways for a limited period.
