MALTA’S CONSTITUTION.

GOVERNOR’S PROCLAMATION. LONDON, Feb. 26. The Malta correspondent of the Daily Telegraph says that the Governor (Lord Strickland) yesterday proclaimed the new Constitution, granting ar. Executive Council of eight official, two nominated, and 10 elected members. . The Governor will preside, and will have a casting vote and the right to speak. Ecclesiastics are excluded. The proceedings will be conducted in „Eng lish and Maltese, both of which will be official languages. The clergy and the majority of the representative bodies did not attend the function at which the proclamation was made, the Nationalists regarding it as a day of mourning.
