CAUSES OF CONFLICTS,

WASHINGTON, Feb. 12.

The Secretary of State (Air Cordell Hull), in a world-wide broadcast today, inferentiaJly rejected proposals that President Roosevelt should call an international disarmament conference. “It. is our sacred duty to strengthen our armed forces when the spectre of a major war haunts the world,” said Mr Hull.

The speaker emphasised that the basic causes underlying war were chiefly economic and must be wiped out before there could be a realistic solution of tho problem. He stressed the complexity of modern warfare and the iwssibility that any nation might he drawn into the conflict against its will. “Any Government worthy of the name would be neglecting its duty if it failed to provide proper defences. This must go Hand in hand with unflagging efforts to prevent war bv eliminating tho causes of conflict,” added Air Hull.
