FEDERAL CONSTITUTION.
RECASTING SUGGESTED. CANBERRA, Nov. 19. Mr J. H. Scullin (Labour) suggested in the House of Representatives that the Commonwealth Government should hold a constitutional session of Parliament to draw up proposals for submission to the electors for recasting the Federal Constitution. Mr Scullin said that sooner or later Australians would be forced to adopt a unified system of government, and the people should be given the opportunity to decide whether Australia was to be ruled by one sovereign Parliament.
