TO RUTHENIAN COMMUNISTS. MENACE OF GERMANY. PUBLICATION IN ROME. (United Press Association.—By Electric Telegraph.—Copyright.) Received October 20, 0.00 a.m. * LONDON Oct. 19. The Telegraph Exchange’s correspondent says that the newspapers this afternoon are publishing a document purported to have been obtained from the Oomiqtern in Moscow ordering Ruthenian Communists, in the event of a non-guarantee of their autonomy, to seek ail alliance with other political parties in order to defend the workers of Central Europe against Germany, which is attempting to seize the territories, enabling an easier attack upon the Soviet. It is suggested that the publication of the document will afford Italy and Germany an excuse for openly supporting the Hungarian annexation of Ruthenia. INTERVIEWING HITLER SLOVAK LEADERS. Received October 20 , 9.30 a.m. BERLIN, Oct. 19. The Slovak and Ruthenian leaders, who have been negotiating with the Hungarians at Komorn, have arrived at Berchtesgaden to see Herr Hitler.
