“RIDICULOUS RESTRICTIONS.” DESfItE FOR REPEAL. WELLINGTON, July 3. “Tiie time in long overdue for the Government lo pause me necessary legislation repealing Use ridiculous’ resmctioiKj which prevent the use ot tiie double toraiualor, me transmission of investments to me totalisator ny post or telegram trom recognised receiving depots away from ttio rutecourne, and tile pub.icaliou of dividends in Hie newspapers," declares the president ol the New Zealand Racing Coiileioncc m the course of Ins annual report presented to-day. , . . , “The revocation of these restrictions has been urged for yours by the conlercnce. In the main the law relating thereto is mere honoured in the breach than tho observance, thus encouraging a disrespect ol the law which ultimately must line a had effect on the nation,” adds the president “Tho Minister of Fmance would be pleasantly surprised by tho increase m rcvenuo to tho Treasury resulting nom removal of the restrictions previously mc»tioned, which create an army of lavv-bioaK-ch who, although haled from tune to time before the Courts by one Government de pttitment, are recognised by another Government department as taxpayers; rho steps taken by the Queensland Govern men I to eliminate ilie starting price bettors and the impending action by the New South Wales Government cannot long oc ignored by our Government. 1 urge mo Government to act promptly in granting the requests we have made for so many years for the repeal of theso needless and harassing restrict ions. TAX REFUND.
“The action of the Government in extending the one pel cent refund out ot the five per cent Government totalisator tax for the year has been a timely and a very material assistance to all clubs. Wo all know the excessive taxation which tho patrons of racing and the clubs aie called upon to pay, and 1 consider it not only fair, but expedient, for the Government to make tile one per cent refund permanent. It is not wise for us to be put into the position of having to go cap in hand every year to the authorities and beg for the extension ol a rebind which the clubs and the racing public are justly entitled to. I hope that during the current session of Parliament the one per cent refund will be made permanent, states the president. . “Taxation collected from racing alone by the Government as the result of tins year's prosperity, and tho excessive rale impo-ed amounts to the fabulous sum of over £400.000. not including the amu-e----rncui tax. No; only does the Government receive this amount direcllv. but the in direct revenue from the railways for rate train traffic, and the carriage of ratehorses, and also through other channels, amount* to a very ron-iderahlo sum. Once awain wo ask for the repeal ol the increased taxes which we agreed to for a period during (lie difficult time of the Great War. and from which we have not been relieved.”
