CIVIL AVAR A PRELUDE. Received March 4, 8.5 a.m. BARCELONA, March 3. “Spain is being used as a rehearsal in the use of modern rearmaments,” declared Senor Negrin (Prime Minister), at a reception to foreign journalists. “If the civil war lasts through the summer a European conflict, started by Italy and Germany, will be inevitable. “The longer the civilar war lasts the more serious will be the European conflict. Armament supplies for the insurgents are more important than the withdrawal of volunteers. The Republicans could win the war in three months if they were sufficiently armed,” declared Senor Negrin.
