LORD HALIFAX APPOINTED. MR R. A. BUTLER PROMOTED. BRITISH CABINET CHANGES. (United Press Association —By Electric Telegraph—Copyright.) Received February 26, 9.55 a.in. LONDON, Feb. 25. It is officially announced that Viscount Halifax (Lord President of the Council) has been appointed Foreign Secretary. Mr R. A. Butler (Parliamentary Secretary for Labour) has been appointed Foreign Undersecretary. ' , ~ Mr Lennox Boyd succeeds Mr Butler., Mr Chamberlain will be responsible for all major aspects of foreign affairs debates questions in the House of Commons. VALUABLE SERVICES. CAREER OF LORD HALIFAX. Viscount Halifax is. to many better known as Lord Irwin, liis title before succeeding, his father iii 1934. Educated at Eton and Christ Church, Oxford, Lord Halifax first entered Parliament in 1910. At various times he has occupied the positions -of assistant Minister of National Service, 1917-18, Under-Secretary of State for the Colonies, President of the Board of Education, Minister of Agriculture and Fisheries,- Viceroy of India, Secretary of State for War, Lord Privy Seal, and Lord President of the Council. As recently as last November Lord Halifax was entrusted with a mission of vast importance. It was a meeting in Germany with Herr Hitler and other Nazi leaders with the object of clearing away any misunderstandings which might exist, and improving Britain’s relations with that country. Mr It. A. Butler, who has been appointed Under-Secretary for Foreign Affairs, has been Parliamentary Secretary to the Ministry of Labour since last May. He is 36 years of age.
