The Prime Minister (Prince Konoye) has declared that the birth of the new China -at which Japan was aiming would safeguard European and American interests in China. The Yangtse incident was a tragedy. Japan must not evade responsibility but take drastic steps to preclude a recurrence. “In this sense the fall of Nanking is only a prelude to the drama of China and marks the start of the real protracted hostilities,” added Prince Konoye.
