CONSUL RECALLED.

UNITED STATES ACTION. MOVE AT BILBAO. • WASHINGTON, Dec. 4. The Secretary of State (Mr Cordell Hull) announced that the Consul at Bilbao (Mr Chapman) has been ordered to return to the United States on leave of absence because General Franco’s representatives demanded that an additional status be granted to Mr Chapman as a diplomatic representative, which the insurgents consider to be a tacit recognition of the regime by the United States.

Mr Hull said the United States does not intend to comply or to make any further attempt to reopen the Consulate.
