FOREIGN ACCOMPLICES.
GERMAN OR ITALIAN ARMS. LONDON, Nov. 20. The Daily Mail’s Paris correspondent says high officials of the Surete Nationale declare they are not yet determined what extremists of the Right or Left are implicated in the Cagoulards, but they ascertained that the plotters had accomplices in a foreign country or countries. The Paris correspondent of the Times says a notable feature is that most of the arms discovered were" of German or Italian make.'
