MINISTER RETURNS.

IMPRESSION OF AUSTRALIA. Per Press Assoointion. WELLINGTON, Sept. 1. Hon. R. Semple returned to-day from his Australian visit. In an interview he said there seemed to be constant conflict between the State Parliaments and tho Federal Parliament, and he was sorry to say he had eomo to the conclusion that there was an antiFederal feeling. To his mind that was bad, because the Federation was the proper form of Government for Australia.
