CONDITIONS IN NAVY.

Received March 27, 1.15 p.m. LONDON, March 26. As an outcome of a review of service conditions, the Admiralty has approved a •stronger rum issue in the Navy, “as an experiment for one year.” “Twowater” rum will be substituted for “three-water.” The practice of diluting three parts of water to one of rum was introduced in the Eighteenth Century by Admiral Vernon, of the West Indies, as a measure of temperance reform. 'The proportions since have bceu unchanged. A request that white sugar be supplied in addition to brown was rejected, and a suggestion that attendance at Divine service on Sunday, be optional was also rejected.
