FOUR-POWER PACT. BARGAIN WITH AUSTRIA. UNHELPFUL INCIDENTS. (United Press Association—By Electric Telegraph.—Copyright.) Received February 24, 10.35 a.m. VIENNA, Feb. 23. Baron von Neurath is reported to have proposed a f'our-Power defensive pact among Austria, Germany, Italy and Hungary, conditional on Austria undertaking not to restore the Hapsburgs, which would mean a lasting check on Nazi aspirations. Official quarters declare that the story is a pure invention. An atmosphere of extreme uneasiness has been created as a result of yesterday’s Nazi demonstration, which annoyed Dr. Kurt Schuschnigg (Chancellor), while a mass arrest of Nazis has angered Germany.
