RECONSTRUCTION PLANS. SENTINELS OF TRADE ROUTES. INCREASE IN SPEED. (United Pre.Rs Association —By Electric Telegraph—Copyright.) Received February 24, 8.5 a.m. LONDON, Feb. 23. The cruisers Effingham, Frobisher, and Hawkins, which have been retained under the London Naval Treaty escalator clause, are being reconstructed immediately as trade route sentinels. Henceforth they will carry one large funnel instead of two raking funnels, an aircraft hangar for four aeroplanes, and lighter armament. Their speed will be increased to 31 knots and they will carry 2600 tons of oil fuel, whereby an exceptionally large radius of action will become possible, and they will be considerably more powerful and more efficient.
