THE' CIVIL LIST PROBLEM. Received February 20, 10.50 a.m. LONDON, Feb. 19. Tlie Duke of Windsor’s private ’plane, piloted by his own pilot, has left llendon. It is believed to be taking Sir Walter Monckton, K.C., to Vienna. i The Morning Post’s political correspondent understands that Sir Walter Monckton will discuss the financial arrangements with the Duke which are holding up the Civil List. Though a grant is likely to be made privately, the question of the projected marriage is creating difficulties. Until the private arrangements are completed the Government is unable to proceed with the appointment of the select committee on the Civil List.
