JAPANESE POLICY.
GOVERNMENT CRITICISED. Strong criticism of Japan’s foreign policy is expressed in an interim report of the diplomatic investigations committee of the Minseito Party, the largest political party' in Japan. Among the failures of the foreign policy of Japan, the report lists the refusal of the Soviet Government to sign formally the new agreement on fisheries. The Government is attacked also for failing to readjust relationships with China. , ~, The Minseito Party declares that the international situation was aggravated by the neglect of the Japanese Government to remove international misgiving concerning the Japanese-Ger-man agreement against the Communist (Third International) Party. This agreement, the report states, was intended only as a means of defence against world activities of the Communist International. It was never intended to be regarded as an ideological background. In the meantime the Privy Council, iit the presence of the Emperor, has approved a draft protocol extending for a year Japan’s agreement on fisheries with the Soviet Government. • It is expected that the document providing for the extension, so far only initialled by both parties, will be signed within a few days.
