NANKING, Oct. 5. Mr Kuwashima, a special envoy from Tolcio, has arrived with secret instructions to the Japanese Ambassador, Mr Kawagoe. General Chiang Kai Shek will consult the Executive Council tomorrow and will then open discussions with Mr Kawagoe. which it is hoped will lead to a settlement of the SmoJapanesc dispute.
