MEASURES FOR PALESTINE. LONDON, Oct. 2. The delay in introducing more rigorous measures in Palestine is stated to be due to the authorising Order-in-Counci! and another vital document having been lost in the lloadicea disaster, the machine being lost on a night flight. The texts are being forwarded by cable.
