PROGRESSIVE PLAN.
FRENCH AND DISARMAMENT. (British Official Wireless.) RUGBY, Sept. 27. The French Foreign Minister (M. Delbos), speaking in the League Assembly to-day, alluding to disarmament, said that eflorts to reach an agreement should proceed in three stages, firstly, control of armaments; secondly, limitation of armaments; and thirdly, reduction of armaments. Owing to the financial situation, the French Premier (M. Leon Blum) will not go to Geneva at the beginning of nest wek, as he had intended.
